Child Support Agency:  Fathers Rights: Traditionally family courts in the UK recognised that in any custody dispute regarding the upbringing of children post separation the mother would usually be the winner. If the father was blameless judges had the discretion to make only an order forcing him to make only a token contribution towards maintenence. However by the late 1980s the cost to the taxpayer was seen to be out of control and getting fathers to pay more, and the state to pay less, appeared to be the answer and in 1991 a new body was created the Child Support Agency to implement the new policy.
